My hypothesis is that government (London specific and United Kingdom government) responded to devastating events such as this to not only try to prevent them in the future, but to appease angry citizens (discuss any organizations that were developed in civil society in response to the Smog who advocated for governmental policy change)who felt it should have been done to begin with.
