Statement of Policy Proposition/Provisions: approx. ½ page (5 pts) Begin with a clear, uncluttered and brief statement of the law, rule, proposition or guideline that is being proposed: make it as uncomplicated as possible, stating the proposal in as few sentences as possible, free of jargon so that most people can understand it. 2. Identification of the Proposer(s): approx. ½ page (5 pts) Clearly identify the person(s) and/or group(s) sponsoring the proposal, including their formal titles and (as appropriate) their organizational affiliations. 3. Identification of General Concepts: approx. 1 ½ – 2 pages (25 pts) Clarify and enumerate the concepts that relate to the proposal. Include, as appropriate, a summary of the shape and nature of the problem that has led to this proposal; describe the proposal being offered in conceptual terms; bring out background factual information while focusing on central issues. 4.
